What is New Tactics in Human Rights?
New Tactics in Human Rights is a program of the Center for Victims of Torture. New Tactics is dedicated to inspiring and equipping activists, advocates and human rights defenders (HRDs) to advance human rights globally. Since 1999, we have supported thousands of individuals and organizations with tools, training and resources they have applied to their unique contexts. The “new” in New Tactics is you. You are the creative element for making change in your community. Our resources help you to be more strategic and innovative in your tactics to bring about human rights-based change.
What is the mission of New Tactics?
Our mission is to strengthen the work of activists and HRDs by providing resources and training in strategic thinking and tactical planning. We aim to foster informed and connected citizens, empowering them to create lasting human rights improvements in their communities. In this way, New Tactics contributes to the overall mission of the Center for Victims of Torture (CVT). The mission CVT is to heal the wounds of torture on individuals, their families and their communities and to end torture worldwide.
What services does New Tactics offer?
We support activists and HRDs in three primary ways: 1) Sharing tools and resources including our Tactics Database, Strategic Effectiveness Method, Tactical Mapping Tool and Advocacy Evaluation Toolkit; 2) Training and mentoring, both in person or virtually, in English, Arabic and Spanish; 3) An online community of HRDs who connect with resources and practitioners through our website and social media.
What is the Strategic Effectiveness Method?
The Strategic Effectiveness Method is a five-step process designed to help HRDs address human rights issues effectively. The steps are: 1) Identify the problem as a specific human rights violation, 2) Create a vision to guide your advocacy efforts, 3) Map the terrain of power dynamics amongst stakeholders within a range of allies to opponents, 4) Explore tactics to reach goals and create innovative ways to address the issue and 5) Take action with a plan that addresses the problem strategically and tactically.
What languages does New Tactics provide services in?
We offer resources, workshops, and online community interactions in English, Arabic, and Spanish. Additionally, our website contains some resources in a total of 27 different languages.

The Tactics Database is an online library of over 250 successful human rights tactics. The database can provide you with tactical ideas to adapt to your issue and context.
What impact has New Tactics made globally?
Since 1999, New Tactics has achieved significant milestones, including 3,000+ HRDs trained in the Strategic Effectiveness Method, participants from over 89 countries, workshops conducted directly in English, Arabic, and Spanish and in other languages through interpretation, and 250+ inspiring tactics documented in the Tactics Database.
