Barbara Frey

Barbara A. Frey is a Senior Lecturer and directs the Human Rights Program at the University of Minnesota, overseeing interdisciplinary teaching, research and programmatic activities for human rights degree programs.  Frey’s research interests include gun violence and human rights, disappearances and impunity in Mexico, migration, and women’s rights, and she lectures and writes widely on these and other human rights topics. Frey co-edited the 2018 volume, Mexico’s Human Rights Crisis (Penn Press), with Alejandro Anaya-Muñoz. She was Principal Investigator for the University of Minnesota-Antioquia Human Rights Partnership in Medellin, Colombia, funded by USAID (2012-15). She received a 2013 Fulbright-Garcia Robles fellowship to teach and research in Mexico. Frey was Executive Director of Minnesota Advocates for Human Rights from 1985-97.  She graduated from the University of Wisconsin Law School (J.D., 1982) and the University of Notre Dame (B.A., 1978).
